Tier II Job Offer

I have not been interviewed yet for the position, however it is a contractor role for Tier II with Help Desk Support, System Administrator, and Network Administrator roles combined. The CEO contacted me directly via email, not a HR rep.

I meet all of the jobs requirements, plus have more than the required background for the individual technologies listed.

My question is, without a salary for the position posted, what do you think would be fair to ask? Job is located in South Tx on a military base. Im coming from a Tier I position in same area, different company, and currently earning around 31k annually.

Bases strictly on what I've read and seen, not my own experience, I'll say 45-55k depending on hours, benefits, etc.
