Locking down windows expolrer

In a windows 2003 AD domain i'm trying to locked down windows explorer menus for users in 1 OU using group policies, which i've down to a certain extent, but ive still got one small hole, which is that i cant remove the address bar so that it can't be used to enter a URL. There doesn't seem to be a policy to remove the view menu which is where you can disable/enable the address, as can the users

Is there any other way???
