I know that at many non-English speaking countries, non-native English speakers can get 30 extra minutes when they take CCNA test. What is the rule for non-native English speakers in countries like USA and UK?

If the language is not available in the first place, that might be a case worth investigating with either the testing center or Cisco like Vinny mentioned.Working on MS-ISA at Western Governor's University
