What you may be looking for is the subnet. Two computer with host numbers in the same subnet mask can be said to be on the same network.
ARP will be used so your layer 2 devices know how to find each other using MAC Addresses over the local subnet.

said it best, go to youtube and put ARP Windows command in the search engine. Just follow how it's used in the video clip, as a Network Tech you will use this command often.
