Hi there.
My Win 7 laptop doesn't start after booting up...All it does is pointing the mouse in empty screen and stay idle..
Please I need some tips to troubleshoot this.

Try stating it in safe mode, you need to push and hold the F8 key while it is booting, you can then go into the recover console or allow it to load with a minimal set of generic drivers so you can trouble shoot it, or restore to the last known good configuration.

Okay, what MTciscoguy said is a good starting point. Another one would be to reboot your computer three times. Typically, the black screen/white cursor problem has to do with Windows incorrectly updating itself. For some reason, three reboots seems to be the charm.

    Cheers

Try Last Known Good Config (selected from the F8 boot options)
