Which group do WAF, SIEM and Proxy belong to?

I was writing a list about systems and network technologies, and I'm not sure of where to put these three.

If you had to choose between systems and networking, where would you put each of them? Do you think they fit better in another group? Which one? (I've thought about security management for the SIEM)

    It is probably easier if you determine what layer these appliances function it (within the OSI).

    SIEM - Operates at Layer 7. This would be under Security Applications.
    Proxy - Operates at Layer 3 - 7, depending on the type of proxy. This could fall broadly under Networking Technologies (as there are many different proxies and many different uses).
    WAF - Operates at Layer 7. This would be under Security Applications.

    Where I work, all three fall under InfoSec. Which sadly means those tickets/reports are all for me :/
