A 2960 is a layer 2 switch, it receives and forwards frames by looking at the layer 2 destination address and/or vlan tag. TCP is layer 4, the switch has no concept of layer 4. A tcp connection is established between 2 tcp speakers using a 3 way handshake, the path between these devices can consist of routers and switches. The speaks at either end of the TCP session negotiate the window size not the devices in between. You can configure the window size on a router but that's only applicable to tcp sessions originating or terminating on the router.
