Achievement Based Resumes - Fit for IT?

Hiring in IT involves a lot of box checking.
Sure, people want to know about the improvements you made and the positive impact you made.
But IT job ads typically have a huge list of "required skills". Plus this is what agencies are looking for.
Seems to me that the achievement based resume is not the way forward here unless you're going for a managerial position. My keyword skilled based resume never stopped me getting good jobs. And they can always ask about achievements at the interview.
