Hi All
Windows 8.1 or Windows 7 unable to view the network share of windows XP machine, but the strange thing is windows XP can view the windows 8.1 shares
please advise of a resolution

Without knowing any other specifics, it sounds like either the firewall on the XP box, or an issue with how your permissions are set up. You will need to have correct share permissions as well as NTFS permissions.
