Help! I got "hey you'd" to set up a large VPN

I'm transitioning from DoD to private sector next spring and was talking to my future boss last night. He caught me off-guard with a special project. He wants a sandbox large scale virtual network for penetration testing. I'm about a mile wide and an inch deep with knowledge on the virtual scene. Do any of you have suggested reading relating to research and planning large scale networks? I'm looking for something consolidated. Nothing like a firehose to the face right before the holidays...yeah team!

I think you're getting a few things confused...VPN != sandbox.

What are the goals of this? How will efforts be measured? You need to have the big picture of what is trying to be accomplished before anyone here can effectively help you.
