Exam cost - Prometric vs Pearson

I' m scheduling for a Microsoft exam, the cost (Italy) is:
Prometric: 150 €
Pearson : 150 € + VAT (183 €)

I' ve always used Prometric, never paid VAT.
Is it the same in your countries? Pearson adds VAT in every countries?

I had never heard of VAT before, so I had to look it up. This is what I found:

It appears to be a tax that affects the European Union. We don't have to pay this in the USA.
