Learn basic HTML skills. HTML is older than you think and knowing it will help on the long term. There are a bunch of free resources on the net.
From there, you can use a CMS like Joomla or Wordpress to build your site with integrated and ready-to-use modules.

Also, Microsoft has Expression web 4 for free if you need a decent HTML editor. Seems to be fairly robust to handle most anything and you aren't paying for it, which is good. And there are TONS of free HTML and web design learning tools on the internet.

All depends where the website is located - onsite or offsite. But if you can get a copy of the website (files / databases etc.) then the best way of learning is probably having a copy of the site in a lab environment (like vmware workstation etc.) and perform changes there - see what happens when you do X etc. - without affecting your actual company website.

HTML5\CSS by Murach is a good book. Follow the examples and you will be able to develop basic to intermediate sites.
