I think lots of change in the security sector needs to change.
There is countless certfications in IT security yet the US is still be hacked daily.
Mandates like this hopefully will make companies wake up and get on the security bandwagon.

There has always been a gap between written policy and application of said policy. Even the most "secure" companies don't take it as seriously as they claim. It'll take at least another year to make something like this efficiently stick.
