Router Doesn't Save Configs.

I saved all of my configs in 2651xm router

commands used: copy running-config startup-config

saved to file named startup-config: no change made there.

also used: wr ---> just to make sure it saves.

when i restart my router all my passwords and ip addresses are gone.

any idea?

Is the config register 0x2102? Just do a show version to see.
