Video Forensics

Any recommendations for video forensics software and/or books? If possible something open source would be preferred. I'm looking to be able to go frame by frame and to clear up the image if it is out of focus. I realize there is only so much you can do, but even a little would be beneficial. Thanks in advance!

Happen to have an Adobe Creative Cloud subscription? The techniques used to clear up photos and videos on those products could probably be used for these purposes... Lots of tutorials out there (free ones too), but you won't find them if you're looking for "forensics".
