Been left trying to figure out how to split up our ISPs bandwidth according to our requirements

I have tried the simple bandwidth 3000 on a 3560 Gigabit port. When checking the bandwidth at speedtest.net it still shows a lot more than that.

Since nothing is always as simple as just that, I did some more research, and came across terms and commands I have never seen before.

I enable mls qos globally and issued the command srr-queue bandwidth limit 90 and speed 10 on a port, a speedtest check still showed way more than what I wanted (1mb) but it's at least under 10 now

I will be trying to set the rate-limit in a policy map next. Please give me any suggestions if you know, thanks!

By the way, I would like to split up the bandwidth using a 3560G switch on L3 interfaces.

Update: Found out how to police the upload traffic.
