Can you tell how I can create new user account using windows 7 group policy?

    There is no such thing as creating a new user account using group policy. A user account has to be created first and then group policy applied to it.

    you can create a user account in windows 7 and assign password setting on the local security policy. But anything above that the Windows 7 box would need to be managed from a Microsoft Domain Controller for more fancy settings.

    I'm assuming this is on a domain, so you create new users through AD Users & Computers, or EMC...just make sure to add that user to a containter/OU that has the GPO that you want to apply to the account....
