I haven't done this on vSphere 6, but let me check the official doc:

To join vCenter Server systems in Enhanced Linked Mode, connect them to the same Platform Services Controller, or to Platform Services Controllers that share the same vCenter Single Sign-On domain.

Again, never touched the v6 appliance, but if you can't join the second appliance to re first one's PCS then maybe you need to deploy the PCS appliance. Almost sure it would all be done via the web client.
