Can you automatically rate limit individual VMs after they reach a quota? vSphere 5.5

I need to automatically set a rate limit on individual VMs when they reach a bandwidth quota.

Problem is I am very new to visualization and I have no idea how to implement this. I am working with vSphere 5.5

I am currently reading about Network I/O, am I in the right area?
