If you apply for a job that requires a clearance then the job will pay for it if they want to hire you. You open yourself up for opportunities with the DoD by having a clearance, but in my experience with the DoD you get pigeon-holed into using antiquated technologies.

You can't obtain a clearance by yourself, you need to get sponsored by a cleared contractor or government agency.
