When you pass, do they mail you the cert or do you have to order one online?

and got an email from Cisco about getting my cert. Do I need to place an order online and pay the $15?

No, the first hard copy is free. You only pay if you need replacement hard copies. It will take at least 3 weeks, if not longer, to arrive.

You can choose whether you want a hard copy or electronic copy. I have mine set to hard copy (to mount) as the first one is free. I usually buy an electronic copy also to print out (as many times as I need).R&S: CCENT → CCNA → CCNP → CCIE [ ]
