He's not getting calls because this is not a resume, just a bullet fest. It has a lot of content yet it tells me nothing that helps me paint a picture of the candidate's expertise, abilities, and achievements. If I can't see that in less than 30 seconds, I'm moving on to the next candidate in life. The thread referenced above is definitely a great starting point.

Way to many bullet points.

This job makes no sense:

06.2012 – 04.2013 GGI INTERNATIONAL
QUALITY TESTER
Testing of the production quality (test and final inspection)

Can your friend comes here and ask for help himself? Sounds like your friend is in school, can he go to the career resource department and ask for help with his resume?

It is a bit hard to determine his work. For example:
Active directory management (ADSI, GPO, DNS, Terminal Services, Exchange)
What kind of AD management did he do?
DNS does not really fall into AD management.
Terminal Services or Exchange are not AD management. There two items can be used in conjunction with AD.
GPO is entire different beast in itself.
I am in agreement with few others here that his resume does not paint a clear picture of his expertise and experience. I would suggest to lose a lot of the bullets.
