outlook must be online or connected to complete this action

I have problem in outlook 2013 to access my job exchange mail I face this error

I face this error only in windows 10. I tried windows 10 pro and enterprise but have same error with office 2010 and 2013. I also tries same steps in windows 8.1 and mail opened successfully, so there is an issue in windows 10.
What can I do to repair it?
