Although it's not free, SANS Securing the Human is great. My previous agency implemented it within the state (I was the top level administrator). If you have the budget, it's pretty cheap. Their site does also offer a lot of free resources:

Yeah it looks pretty good. Problem is its for one of my small clients trying to meet a PCI requirement and they dont have a big budget.
