Yes, he will have to do both. I say go for the 291 first.

I agree with Jescab, do the 291 first and get the core requirements done and then choose your elective.
Webmaster
I also agree. Just follow the numbering until you completedthe core exams. An exception may be justified if you already now a lot about, for example, Exchange 2003, from experience.
