Can I install the ntbackup utility on win xp home edition and back up files to a seperate hard drive or cdrw's and then install a oem version of win xp pro edition and then restore my files, the hard drives are formated with ntfs.

Depends on the files... Documents, pictures, music etc etc etc.. yes.

Files that are registered in the registry, no. You will need to reinstall from the setup exe's.
