IS Subnet number can be use in VLSM?

Is the subnet number can be assigned to a host or a router in VLSM?

for example: 192.168.10.4/30

It did not mention on the Sybex 5th edition,

    The subnet cannot be assigned to any device.This is the network number which identifies all the devices on this logical network,in this case
    192.168.10.5,192.168.10.6
    Since you are asking this question it shows you really need to do alot of work in this area!
    Networking, sometimes i love it, mostly i hate it.Its all about the $$$$
