DNS - forwarders vs root hints?

Question - which one is used first?

Does the DNS server perform iterative queries using root hints first
and then use forwarders if it doesn't receive a result?

forwarders - if none are present it will use the root hints

As posted, forwarders are used first, if no forwarder is present it will then use root hints.
