Specific Description
Provides project administration services for a wide range of programs and projects related to NISC-II work efforts in support of NAS implementation. Provides planning, scheduling, coordination and administrative assistance for FAA and contractor organizations involved in NAS implementation and integration efforts. Provides direct support in the management of personnel, financial, operations, and technical aspects of programs and projects. Requires knowledge of a wide range of managerial, organizational, administrative and technical principles, practices, techniques, and methodologies. Ensures that programs are fully controlled, that goals and objectives are set, program responsibility assigned and results documented. Applies general knowledge of several functions such as graphical charting, organizational structure, budget and fiscal control, personnel recruitment, placement, and administration, incentive awards, training, labor-management issues, pay and benefits, quality of life issues, and administrative and technical techniques. Applies this knowledge base collectively to form an overall project administrative service support program. Manages the administrative efficiency of the assigned office environment. Interprets guidelines and provides advice and counsel on the operation of assigned projects/programs. Provides substantial coordination and interface with other offices and co-workers that requires strong interpersonal skills and the ability to interact with management and staff personnel in both FAA and contractor organizations. Effectively uses office automation systems/equipment, and applies standard software applications: word processing, spreadsheet, database, and presentation. Provides training to co-workers on these standard software applications Required Skills: Successful completion of an associate's degree, or certification from an accredited college, university, or post high school technical facility in a discipline such as business administration, human resources, financial management or the behavioral sciences. In place of the associate's degree, the FAA will accept a minimum of two years or more of specific experience in the project administration role described above. A minimum of five years of administration services experience with at least three years performed specifically in a project administration role to include planning, scheduling, and coordination of program and project activities.
General Position Description
Designs, develops, programs, installs, implements, conducts research for, and maintains internal data processing computer systems and utilities, and/or for customers on a contract basis. Analyzes internal or external customers' needs, and determines equipment and software requirements for solutions to problems by means of automated systems; develops customized solutions to customer/user problems. Establishes system parameters and formats; ensures hardware/software compatibility; and coordinates and/or modifies user requirements in terms of existing and projected computer capacity and capabilities. May make programming changes as required to adapt or enhance existing or new programs and/or utilities. Maintains supplied software packages for internal users. Analyzes new hardware to determine its need or application in the existing or proposed system; advises on new techniques and estimated costs associated with new or revised programs and utilities, taking into consideration personnel, time, and hardware requirements, and makes trade-off analyses; develops general and detailed documentation describing system specifications and operating instructions; and revises existing systems and procedures to correct deficiencies and maintain more effective data handling, conversion, input/output requirements, and storage.
Typical Minimums
Bachelors degree from an accredited college in a related discipline, or equivalent experience/combined education, with 2 years of professional experience; or no experience required with a related Masters degree. Considered experienced, but still a learner.
