Career path to be network administrator or network engineer

Hey guys I have my A+ certification and studying for my net + then security + and then ccna I have no experience at all and I can't find a entry level help desk job so for the meantime I'm just studying for my net+ and trying to get closer to my goal of becoming a network administrator or network engineer . NO One is giving me a chance at the help desk level without experience so I will continue to stack up on certs, any advise if the certs I listed is the correct path to network administrator?

Thought about any voluntary work? I had similar issues when i left university ... Had my CCNA and had started working towards my CCNP, worked for a couple of local charities setting up their infrastructure.
Was good all round exposure server side and network side ... maybe worth a shout?
