Submitted my application and cover letter to HR.
Trying to cement my opportunity of getting an interview.
Thinking of sending a letter of interest, to the department head.
Wondering if this could back fire? Good Idea? Bad Idea?

Just send to HR if the ad stated that.

Go to LinkedIn or Forbes and read everything from Liz Ryan. You'll see why following rules and sending to HR will likely get you nowhere.

I would say if it says send the letter to HR do so, but nothing to stop you from also sending it to a Department head.
