EIGRP Classless Question

Hello,
I am using PacketTracer and I can't make EIGRP create a new adjacency with a classless network.
For example I have the network set as 192.168.0.0/30 with no auto-summary and I get the below messaging spamming itself.
R1
%DUAL-5-NBRCHANGE: IP-EIGRP 1: Neighbor 192.168.0.1 (GigabitEthernet0/0) is up: new adjacency
%DUAL-5-NBRCHANGE: IP-EIGRP 1: Neighbor 192.168.0.1 (GigabitEthernet0/0) is down: retry limit exceeded
R2
%DUAL-5-NBRCHANGE: IP-EIGRP 1: Neighbor 192.168.0.2 (GigabitEthernet0/0) is up: new adjacency
%DUAL-5-NBRCHANGE: IP-EIGRP 1: Neighbor 192.168.0.2 (GigabitEthernet0/0) is down: retry limit exceeded
My running-config doesn't seem to write "no auto-summary" so I am assuming this is a default value? Very confused with this.
Just to add - I got this working by exporting my config and importing my config so is this just a silly packet tracer bug?
