where can someone start out as entry level IT tech

Could you be a bit more specific? Are you looking for geographic areas? Or companies that tend to hire entry level IT?

Dice.com is a great resource for finding IT jobs, I would honestly recommend starting there. Since most of the entry level IT positions (i.e. help desk) have been outsourced, your best bet would be looking at positions offered by the staff augmentation companies.
