3560 no PoE

Having a PoE issue with a Cisco WS-3560G-48TS version 12.2.
Upon plugging a 7911 into a port I found an issue with the config of a switchport which led to the discovery of this PoE issue. sh power inline shows the switch is not providing power to any ports with 0.0w available, 0.0w used and 0.0w remaining. When I try try to enable PoE for just one port via power inline auto the switch does not recognize the cmd.
What do you think the issue is?
A google search shows another person with the same issue which required an RMA to fix.
