PC can ping router but router can't ping PC

What am I doing wrong? I'm trying to setup ftp from my PC so I can upgrade the IOS but I can't even reach the router. They're connected through a dumb netgear eight port switch.

PC 1.1.1.3 255.0.0.0 1.1.1.1

RTR
interface GigabitEthernet0/2
ip address 1.1.1.1 255.0.0.0
duplex full
speed auto
