U.S.- EU Safe Harbor

I am reading through some sample questions from texts and it seems there might be a difference between the U.S. Agency responsible for administering the terms of Safe harbor agreements between the EU and U.S. vice the Agency that oversees compliance with the Safe Harbor framework for organizations withing to use personal data of EU citizens..

I found this interesting, and for educational purposes wanted to bring it to people's attention.

So it seems the Dept of Commerce administers (and implements) the terms of S.H. agreements, while the Federal Trade Commission oversees compliance.

If anyone has information that contradicts that please let me know.
