Some relative site said that: "The media that Win XP backup to uses are not included CD. Because Windows expects the CD are unwritable media."
Is' it true?

ntbackup does not support backing up directly to CD or DVD, you must first backup to a network share and then copy to the CD or DVD manually

Exactly. However most of the companies use a third party backup software (veritas or other), which gives you the option for CD or DVD.
