Need some clarifications about CISA exam

According to ISACA site, Exam registration deadline for Window 3 ( from 1 November–31 December) is 20th of Dec. 2017.
Does it mean that I can book the exam in OCT/Nov and take any time before Dec 31?
Secondly, do I just have to become member of ISACA, book online exam and go for it? Or do I need to submit my work experience etc. in advance before being approved to write exam?

First you register (pay) for the exam than you schedule your exam at PSI. So you register (pay) by 20th Dec and schedule the exam anytime by Dec 31. You can pay it now and decide later when you want to take.

You must submit your work experience after you pass the exam.
