Negotiating contract role to FTE?

I've never worked a contract role, so I'm not really sure how this goes; however, I know that it seems to be very common now a'days.
I'm curious if contract roles can be (typically) negotiated to FTE direct hire roles for the right candidate.
A recruiter reached out to me to work for a F100 company in an area I've been thinking about moving back to. The pay seems pretty good, but the requirements seem a bit mid-level sysadmin vs senior.
I'm tempted to reply back that I'm interested, but only in a direct hire role. I currently have a very stable, high paying engineering role within a large company where I'm more of an advisor than prod support -- no more on call. So it'd seem like a bit of a step back to jump on this unless it's at least direct hire.
Currently, it's listed as "contingent to hire 6+ months plus benefits". Not exactly sure what that means in employment status terms. Probably working for a teksystems type company as a subcontractor with THEIR benefits?
