CISM one year compensation

Hello,
On monday, after my CISM exam I have got prelim result PASSED. I have 4 years od experience and I would like to Ask you about "skill based Security certification", because it is compensation for one year experience. Does EC Council Certified Security Specialist certification fill requirement for being skill based Security certification?
