Tech scene in Nashville is popping right now. It was dormant for many years. It's less expensive than a lot of major cities, and there is no state income tax. (Sales tax is high though.) Lots of stuff to see and do there. Culture has really become eclectic, like Austin TX. Traffic sucks, but not as bad as say ATL. -

A lot of people live in the cities outside of Nashville and commute. Check out Clarksville, TN, live there and commute. Google recently started building a data center there. -

Looks to be much cheaper than Chicago, slightly less than Charleston SC, but slightly more expensive than Saint Louis.
