OneNote is a document editor and SharePoint is a file management system. We keep OneNote files in a SharePoint share.We do not use OneNote for collaboration with teams that use MacOS/iOS. The Apple-ish people say the Apple implementation of OneNote doesn't work very well. -

Cloud-based HTML5 Content Management Systems based on Wikitext (or some-such markup language) are the most interoperable between modern Web browsers and OSes.

I don't know of one dominant CMS and don't really have a product recommendation. The criteria for selection are usually licensing cost, size of maintenance team required, ease of extensibility by users, and capability of easily importing/formatting legacy documentation.
