Not familiar with PBRs (Policy Based Routing) on Cisco as my work is a Juniper shop. On Junipers, PBRs can be configured as inbound/outbound filters to be evaluated in the order you prefer. As far as checking to see if it's working, you should be able to configure a counter to see if any packets are hitting the policy. Or just run MTRs or traceroutes from the router or from the host matching your PBR rule.
