This is a reference to OSPF, I dont know what you knowledge level is so
here you go

in short
Stub areas are shielded from external routes but receive information about networks that belong to other areas of the same OSPF domain.
In English it means it normally a routing area with one way in and out and so doesnt need routes from other areas pumped in.

EIGRP has had a stub option for a few years now too. If you use EIGRP on a large network, you will want to learn about this option.
