Moving to DHCP to another DC on sub-domain

What is the process to move a DHCP server to another server that is the located on a child domain. I was messing around with trying to backup my current DHCP and restoring it to another DHCP on a child domain. I was able to restore it but could never get it to authorize either from the old dhcp server in the parent domain or the new dhcp server.

inorder to authorize it you have to be a member of the enterprise admins group
