PPTP, answer C, works only over TCP/IP networks and not over several types of networks including TCP/IP hence is not a correct answer.
The question is not "which are VPN protocols" but which one works over over several types of networks, including TCP/IP. And that's L2TP, because in addition to IP networks, L2TP supports tunneling through various other types of point-to-point networks including Frame Relay, X.25, and ATM.
