Question about Desktop Environment Tech Notes

Hello all,
In the Desktop Environment Tech Notes it says "By default, user profiles in Windows XP are stored in the \%systemroot%\Documents and Settings folder." I thought the %systemroot% on a default install of XP is C:\Windows but the location of the profiles on a default install is c:\documents and settings not c:\windows\documents and settings. I was just hoping to get some clarity on this.
