Recovery Agent

we now about creating a recovery agent user in Wix XP

Using Cipher /r for creating PFX and CER files
then imoorting them to appropriate console..
====
now there is Question here ..

for example in user test ..
we encrypt a file and create CER and PFX files
then we log out and log on to admin user ( for example )
now we use Certmgr.msc and secpol.msc to do the right job

but after creating a recovery agent the file can not be decrypted

also we use Cipher /u for updating the keys

Is the above way true ?
how we can solve this problem ?
