Cannot clear ARP cache with RRAS enabled

I'm configuring a Win2K3 box as a router. The WAN nic is dynamic and LAN is static. When RRAS is enabled, I get a msg that I cannot clear the arp cache when I do a repair on the WAN nic. I have read online that others have experienced this but found no solutions. Right now, what works is to reinstall the nic. Anyone have any ideas?
