What is a good free linux operating system to use for VPN server ? I have downloaded ubuntu 6.06 LTS dont know if it's a good server for my purpose.

I can't tell you if it's suitable, but if you are going for Ubuntu, make sure you get the latest, which is 7.04. Also check out JD's blog entry about Ubuntu:
